Welcome to Our Website. The Wisconsin Center for the Advancement of Postsecondary Education was founded in on the University of Wisconsin-Madison campus. It is housed in the Department of Educational Leadership and Policy Analysis (ELPA) in the School of Education. WISCAPE supports and disseminates the research of faculty and students in ELPA's Higher.   The paper notes that Wisconsin now spends less on higher education than all of its neighbors: Iowa, Illinois, Minnesota, Indiana, Ohio and Michigan.   When Walker took office in , Wisconsin provided about $4, per college student, far below the national average of $6,, according to SHEEO.
